Recently, the General Office of the Shanghai Municipal People’s Government released the Key Issues of Optimizing the Business Environment in Shanghai in 2022 (the “Document”) effective as of June 2, 2022, with a view to enhancing the market participants’ confidence in Shanghai’s future and vitality.

According to the Document, by the end of 2022, Shanghai will complete the implementation of 10 key issues which include: convenient business registration, flexible tax payment, upgrading of financing services, improvement of credit supervision, optimization of public services, improvement of project approval efficiency, facilitation of cross-border trade, empowerment of scientific innovation cultivation, efficient dispute resolution and attentive business services. Among the 10 key issues, three measures have been adopted for cross-border trade facilitation, namely, (i) optimization of port inspection mode for high-tech goods; (ii) one-stop public announcement of shipping companies terminal handling charges (THC), optimization of the charging disclosure system of the Shanghai International Trade Single Window; and (iii) expansion of featured financial services for international trade.
