China Issued Guiding Opinions on Energy Work in 2025

On February 27th, the National Energy Administration issued the Guiding Opinions on Energy Work in 2025 (“Guiding Opinions”). The objective is to promote high-quality energy development and enhance energy security at a high level, thereby supporting China’s continued economic growth.
The Guiding Opinions specifies a number of ambitious targets for the energy sector. Notably, it is structured around nine key areas, including overall development goals, enhancing energy security capabilities, advancing the green and low-carbon transition, deepening energy reform and improving institutional mechanisms, strengthening technological innovation, enhancing public energy services, reinforcing energy regulation, expanding international energy cooperation, and coordinating energy planning and implementation. It also emphasizes the promotion of renewable energy substitution in sectors, such as industry and transportation.
Compared with China’s energy work plan for 2024, the Guiding Opinions provides a more detailed and strategic roadmap for advancing renewable energy. By issuing the Guiding Opinions, China seeks to enhance its self-reliance in energy technologies, achieve breakthroughs in core technologies, and foster the development of new energy industries.
