China Big Data Application Development Report (2023) Released in Beijing

On November 25, 2023, the release of the China Big Data Application Development Report (2023) (the “Report”) and a seminar on typical cases of digitization were held by the Academic Auditorium of the Development Research Centre of the State Council.
According to the Report, through the path of “big data, big computing power and strong algorithms”, the big models have enhanced universality and generalisation. It also promotes AI from the “handmade workshop era”, which is based on the customised training of specialised small-scale models, to the “industrialised era”, which is based on the pre-training of generalised large-scale models.
This has ushered in a new wave of developments by pushing AI from the “handmade era” of customised training with specialised small models into the “industrialised era” of pre-training with generalised large models.
The Report discusses in depth the current situation of data factor policy, data transaction and data security, the relationship between big data and large-scale models, and the trend of arithmetic and big model development.
