Guidelines Version 3 for Industrial Enterprises in Shanghai to Resume Production and Reinforce Disease Prevention and Control Issued

On May 31, 2022, in pursuit of the restoration of normal production and life in Shanghai, Shanghai Municipal Commission of Economy and Information has updated the third version of Guidelines for Industrial Enterprises in Shanghai to Resume Production and Reinforce Disease Prevention and Control (the “Guidelines”) in order to speed up the full resumption of work and production after the almost two-month lockdown in the city.
In accordance with the Guidelines, since June 1, Shanghai aims to achieve a number of goals including the following: serve the reasonable requirements of the resumption of work and production in all industry, cancel the electronic pass for the return of the resumption of work and production, re-allow the vehicle pass in the city, support all enterprises that meet the requirements of epidemic prevention to resume work and production equally, and adopt the negative list mode for specific risk regions and industries with special pandemic management requirements for a certain period of time.
The Guidelines have been divided into five sections as follows:
-The first section is named Give Equal Weight to Pandemic Control and Production, which mainly advises enterprises to set up special work teams, develop epidemic prevention and control programs as well as emergency plans for resumption of work and production in accordance with the requirements of the street, town, park or building management. In addition, it states that employees shall implement personal health responsibilities and act as the first responsible person for their own health.
-The second section is called Differentiated Management Arrangement for Different Regions and Function Zones, which as its name implies, allows enterprises to continue to set up different risk regions in accordance with ‘green-blue-orange-red’ risk levels, unnecessary gathering activities including conferences, exhibitions and trainings should be avoided.
-The title of the third section is Strengthen Employee Management, which requires full coverage of “venue code” or health check machine in enterprises, with designated person gathering daily data on employees’ health condition. People from the outside should scan code before entry, and follow the requirements of mask wearing, code check, registration and disinfection.
-The fourth section is called Enhance Logistic Management and Storage of Pandemic Prevention and Control Supplies. Under this section, following the national policy measures, enterprises in need of cross-province transportation can continue to apply to the district government authorities in charge of production and business resumption for vehicle passes.
-The last section is called Formulate Preplan for Safe Production and Emergency Response, which requires enterprise to carry out special disinfection and inspection for safe production, formulate plan for emergence response and retain temporary observation areas and shelters.
These Guidelines are used to guide the full restoration of normal production and life order phase of enterprises in Shanghai, large factories shall also specially follow the Shanghai Large Factory Epidemic Prevention and Control Plan. We recommend that enterprises pay particular attention to relevant epidemic prevention and control regulations during the resumption of work and production, fully implement the resumption of work and production while also consolidating the results of epidemic prevention and control.
