On March 31, 2025, Shanghai Arbitration Commission (SHAC) announced the implementation of its Revised Arbitration Rules (March 2025 Edition) (“Revised Rules”), which has become effective on the same day. This Revised Rules build on the 2022 framework by introducing a new Article 63, which establishes an Early Dismissal Procedure to streamline arbitration processes.
Key provisions of the Revised Rules clarify the grounds for filing dismissal applications, scope of claims, procedural timelines, and formal requirements for decisions, aligning with global best practices to improve efficiency and adaptability.
By introducing early dismissal, SHAC addresses the growing demand for faster, cost-effective dispute resolution, particularly in cross-border commercial disputes. This reform not only optimizes China’s business environment by reducing procedural delays but also boosts confidence among multinational enterprises seeking predictable and efficient arbitration services.
Additionally, the revisions show alignment with international standards which will strengthen Shanghai as a competitive alternative to traditional arbitration centers and also support China’s broader strategy to enhance its legal infrastructure for global trade.
