On February 8, 2025, the Cyberspace Administration of Shanghai and other municipal authorities released the China (Shanghai) Pilot Free Trade Zone Data Outbound Negative List (2024 Edition) (the “Data Negative List”) and the Management Measures of Data Negative List (Trial) (the “Management Measures”).

The Data Negative List focuses on three key sectors: finance (reinsurance), shipping (international logistics), and commerce (retail, catering, hospitality). Management Measures require data processors to implement security measures and report incidents to regulators. The Management Measures also clarify authorities’ roles, outline a data classification system, and introduce measures to facilitate compliant data flows.
