On February 5, 2025, the Action Plan of Shanghai to Focus on Improving Enterprise Experience and Continuously Create a World-Class Business Environment (the “Action Plan”) was published on the website of Shanghai Municipal People’s Government.

It is specified in the Action Plan that Shanghai will optimize the business environment from five aspects. Specifically, different authorities will be responsible for taking corresponding measures within their respective functions so as to deepen the reform aligned with the World Bank standards; the comprehensive services for enterprises will be optimized, including provision of more efficient and convenient governmental and policy services, financing support for SMEs, and foreign-related services; the enterprise-related regulatory inspection will be improved, including innovating regulatory approaches, improving quality and efficiency of inspections, and protecting legitimate interests of enterprises; the foundation of the business environment will be strengthened, including creation of business environment with regional characteristics and support for street and township business environment development; and a positive social environment will be fostered, including enhancing communications between governments and enterprises, addressing enterprise-related concerns, promoting good practices, etc.
